Could the Blue Jays be in on Allen?

Recently released RHP Cody Allen is drawing interest from “no less than 11 clubs”, per Jon Heyman of MLB Network. With the Blue Jays starved of competent arms, could they be among those teams? Despite a rocky start with the Angels (6.26 ERA, 8.34 FIP, 23.0 IP, 29 SO, 20 BB, 0-2), Allen, 30, is 10th among active players in saves.
